The West Virginia Midland Railroad received its charter in 1905, with an initial capital investment of $500,000. The executives envisioned constructing a railway that would extend from Sutton, connecting with the B&O Railroad, and travel southwest through Webster Springs to Marlington, covering a distance of approximately fifty miles (80 km). The incorporators included Col. John T. McGraw from Grafton, former Congressman C. P. Dorr, J.E. Woddell of Webster Springs, G. A. Hechner from Palmer, and C. D. Elliott of Parkersburg.
