Evans was a member of the convention that annexed Texas to the Union in 1845. In 1853 Evans ran for Governor unsuccessfully as a candidate in the American Know Nothing Party. He was elected to Congress in 1854.He served as member of the reconstruction convention in 1868 and as chief justice of the Texas Supreme Court in 1870 and 1871.
