Putney is not known to be a surname, rather a place-name in England. There's a Putney in Surrey, and Putney Heath (a 17th Century haunt of highwaymen) in Westminster. Both Putney and Westminster are part of Greater London today, but in Benning Wentworth's time, they (along with Fulham) were separate and distinct towns along the Thames.

All of that said to say this: to the north, Wentworth named Westminster, and to the south, Fullum (Fulham), which is now Dummerston. Thus, it is no great stretch to see that he named these three adjoining towns on the Connecticut River after three adjoining towns on the Thames.
