This is a United States Internal Revenue IRS License #1112 in force from May 1st, 1864 that expires on May 1st, 1865 in the name of R. H. Dollevir of the city of Augusta, County of Kennebec, State of Maine who was a retail dealer. It was signed on July 1st 1864 and has an embossed stamp in the name of Mr Sanborn.
The IRS originated with the commissioner of Internal Revenue, a federal office created on July 1st 1862 to assess the US' first income tax, which was to raise funds for the American Civil War so this license was given only a couple of years after the IRS was created.
There is a pencil writing in the back with Mr Dollevir's name and $10.
